Com a abertura da BR-101 no trecho Rio-Santos, Paraty passou a receber um grande influxo de turistas motorizados. Os carros e caminhões, que antes eram poucos na cidade, se multiplicaram do dia para a noite e passaram a incomodar alguns moradores e a até a atrapalhar as procissões religiosas e outros eventos da vida cotidiana. O trânsito pesado também preocupava aqueles interessados na preservação dos edifícios antigos do bairro histórico, como os técnicos do Instituto do Patrimônio Histórico e Artístico Nacional.

Na década de 1970, um movimento de jovens da cidade convenceu o prefeito a realizar o fechamento das ruas da cidade para automóveis. A medida, no entanto, não foi aprovada pela Câmara Municipal. Em 1976, o governo estadual se convenceu da necessidade da medida e cercou um perímetro do Centro Histórico com correntes e proibiu a circulação de veículos não autorizados no local.

With the opening of the BR-101 highway in the Rio-Santos section, Paraty began to receive a large influx of motorized tourists. The cars and trucks, which used to be few in town, multiplied overnight and started to bother some residents and even disrupt religious processions and other events in daily life. The heavy traffic also worried those interested in the preservation of the old buildings in the historic district, such as technicians from the Institute for National Historic and Artistic Heritage.

In the 1970s, a movement of young people in the city convinced the mayor to close the city streets to automobiles. The measure, however, was not approved by the City Council. In 1976, the state government became convinced of the need for the measure and surrounded a perimeter of the Historic Center with chains and prohibited the circulation of unauthorized vehicles in the area.
